Makinde Signs Executive Order 002:  Bans Okada Operations from 10:30pm–5:30am Over Security Concerns

Oyo State Governor, Engr. Seyi Makinde, on Friday signed Executive Order No. 002 of 2026 to strengthen security, enforce vehicle registration regulations, and improve traffic management across the state.

The order, signed at the Government House, Ibadan, also restricts operations of commercial motorcycle operators, popularly known as _okada_ riders, amid growing security concerns following the abduction of teachers and pupils in Oriire Local Government Area more than 20 days ago.
 
Speaking during the signing ceremony, Makinde said unregistered vehicles, motorcycles and tricycles had increasingly been used to perpetrate crimes, making it difficult for security agencies to track offenders.

He explained that the executive order provides a legal framework for strict enforcement of vehicle registration and traffic laws. It also empowers relevant authorities to arrest offenders, impound vehicles, and prosecute violators in accordance with the law.
 
The governor announced that commercial motorcycle operators would no longer be permitted to operate between 10:30 p.m. and 5:30 a.m. across Oyo State.

He described the measure as part of broader efforts to curb criminal activities and enhance public safety. According to him, lessons from recent security breaches, particularly the Oriire abduction, informed the government’s decision to adopt additional security measures.

Makinde urged citizens to support security efforts by reporting suspicious activities through the state’s toll-free emergency line, *615*.

He also commended security agencies and the Oyo State Security Network, Amotekun Corps, for their commitment to safeguarding lives and property across the state.

The Executive Order takes immediate effect and is expected to be enforced by the Ministry of Public Works, Transport and other relevant security agencies.
