
The Oyo State House of Assembly has called on the Executive Arm of Government to intensify public sensitization and implement localized flood mitigation strategies ahead of the peak rainy season in the state.
This call was made through a motion sponsored by Hon. Olusola Owolabi, who represents Ibadan North East II Constituency. The motion underscored the need for proactive measures to prevent devastating floods across Oyo State.
Citing a forecast by the Nigeria Hydrological Services Agency (NIHSA), the lawmaker noted that heavy flooding is expected between April and November in 1,249 communities across 176 Local Government Areas in 30 states, including Oyo.
Hon. Owolabi emphasized that though flooding remains a recurring natural disaster in Nigeria, it is largely preventable. He pointed out that flood risk predictions have evolved from general warnings to the identification of specific communities with high or moderate vulnerability.
In the motion, he urged the Oyo State Flood Management and Control Agency to immediately launch community-based flood awareness campaigns. It also called for collaboration with the Ministries of Environment, Information and Orientation, and Local Government, along with local government authorities across the state.
Additionally, the Agency was advised to maintain existing flood control infrastructure, implement new flood prevention projects in high-risk areas, and involve community leaders, religious bodies, and local associations in public education efforts.
The motion further tasked the Ministry of Local Government and Chieftaincy Matters with directing all local government chairpersons to deploy motorbikes fitted with megaphones to carry out regular flood alerts, particularly in remote and riverine communities.
They are also expected to ensure the clearing of blocked drains, waterways, and drainage paths, as well as identify vulnerable households and help establish emergency evacuation plans where necessary.
The House therefore called on the Ministry of Information and Orientation to encourage public cooperation with flood sensitization teams, promote proper waste disposal practices, report blocked drainage systems, and support local efforts to reduce flood risk.
